The directors of the National Aids Council, which is funded entirely by taxpayers through a 3 percent aids levy, were sold Toyota Fortuners for $1 but were then paid $2 000 a month to use the same vehicles.

A spokesman for the organisation, Madelina Dube, said everything was above board as this was part of their conditions of service.

The NAC board had agreed to pay the senior employees an allowance instead of hiring vehicles from the Central Mechanical Equipment Department, she said.
