Former United States ambassador to Zimbabwe Charles Ray described Zimbabwe African National Union-Patriotic Front national commissar Saviour Kasukuwere as “young, smooth, and ambitious” but added that an advisor to former Vice-President Joice Mujuru said Kasukuwere was untrustworthy and a thug.

Ray said Kasukuwere had realised that the future may not lie exclusively with ZANU-PF so he was on a charm offensive and was reaching out to both factions of the Movement for Democratic Change as well as Western diplomats.

The cable was released in February 2010, a year after the formation of the inclusive government which comprised ZANU-PF and the two factions of the MDC.
