President of the European Council, Herman van Rompuy, told South African President Jacob Zuma who has been campaigning for the lifting of the sanctions because they are hampering the progress of his southern African neighbour:   “I would like to emphasise that the sanctions do not harm ordinary Zimbabwean citizens nor impede Zimbabwe’s economic development. We are willing to re-look at the sanctions only when there are positive developments in Zimbabwe.”
